House Minority Leader John Boehner (R-Ohio) and Minnesota Gov. Tim Pawlenty (R) released a report Monday detailing the possible negative effects of Congressional Democrats’ health care reform plans on state governments.  

The document marks the latest collaboration between House Republicans and a governor eyeing a presidential run in 2012.  

Pawlenty’s attempt to raise his national profile comes as several Republican governors have watched their presidential aspirations become complicated over the last year because of a series of scandals and political missteps.  

Sunday marked the last day of Alaska Governor Sarah Palin’s (R) stint as the state’s chief executive. The former vice presidential nominee has seen her popularity drop steadily in national polls since she abruptly announced on July 3 that she was leaving office 17 months before the end of her first term.  

Last month, South Carolina Gov. Mark Sanford’s (R) presidential hopes evaporated after he announced an extramarital affair with an Argentine woman. Louisiana Gov. Bobby Jindal (R) largely retreated from the national stage after his response to President Barack Obama’s speech to Congress in February was widely panned by both the right and left.  

Now Pawlenty — who was once derided by some Republicans as too moderate to be a national candidate — has been increasingly critical of the Obama administration, especially since he announced he is not running for re-election in 2010. He is scheduled give a keynote speech on Thursday at the Republican National Committee’s summer meeting in San Diego.  

In the report, titled “Capital Malpractice,” Boehner and Pawlenty take aim at the Obama administration’s aggressive agenda and reiterate Republican warnings that, if rushed, the House Democratic health care plan will be a job killer and represent an unprecedented expansion of the federal government.  

“The House Democratic bill includes a new government-run plan that will force states to comply with dozens of new mandates and regulations, preventing them from developing health care programs that best fit the needs of their residents,” the report reads.  

In addition to a number of news articles, Congressional correspondence and expert testimonies, the report also cites a June study produced by the Lewin Group, which is owned by UnitedHealth Group.  

Republicans have launched a multi-front war against proposed Democratic health care bills and have vowed to continue the fight into the August recess.
